New Federal Register Digest & Judicial Officer Decision for In re: Zoo Cats, Inc.

The National Agricutlural Law Center has made available the most recent Federal Register Digest on its website. The update includes a brief summary of some of the most significant agricultural law regulatory changes published in the Federal Register between June 29, 2009 and July 17, 2009. Links to the official Federal Register publication of each rule are provided. The Digest is compiled by Jennifer Fiser, a Research Associate with the Center. Additionally, a recent USDA Judicial Officer decision has been made available the National Agricultural Law Center's website. The decision for In re: Zoo Cats, Inc. addresses a complaint brought by the administrator of APHIS against Zoo Cats, Inc., Marcus Cook, Melissa Coody, Six Flags Over Texas, Inc. and Marian Buehler. The complaint alleged that the parties violated the Animal Welfare Act and regulations by the methods they used to exhibit animals to the public and by failing to provide the animals with proper care an treatment.

Previously Six Flags Over Texas, Inc. and Marian Buehler had agreed to the disposition of the proceeding by consent decision. Administrative Law Judge Victor W. Palmer found that the remaining parties had violated the Animal Welfare Act and revoked Zoo Cat, Inc.'s Animal Welfare Act license. This decision was upheld on appeal by Judicial Officer William G.
