USDA Announces Final Rule for Biomass Crop Assistance Program

USDA announced that it will resume payments to farmers under the 2008 Biomass Crop Assistance Program (BCAP).

According to the USDA news release, BCAP was created in the 2008 Farm Bill and "provides incentives to interested farmers, ranchers, and forest landowners for the establishment and cultivation of biomass crops for heat, power, bio-based products, and biofuels."

This program is part of a plan to increase production of biofuels, including corn-based and cellulosic ethanol, to 36 billion gallons required by the Renewable Fuels Standard.  Selected crop producers will be eligible for reimbursements of up to 75 percent of the cost of establishing a bioenergy perennial crop.  In addition, matching assistance is available for the "collection, harvest, storage and transportation of biomass to biomass conversion facilities" for two years per producer for up to $45 per ton of the delivery cost to the facility.
