
The food safety bill that passed in the Senate on Tuesday may be headed back to the chamber. The Senate bill violates a constitutional provision that gives the House, not the Senate, authority to create tax provisions.
House Democrats may possibly "blue slip" the bill. The blue slip refers to the rejection paper that can be given to a Senate spending bill that violates the Origination Clause, which states that while the Senate may propose amendments, all bills for raising revenue must originate in the House of Representatives.
